Currently,the phenomenon of "borderless" expansion happens in certain leading high-tech zones,which is reflected by:the constant breaking of original administration boundaries,even the high degree of dispersed expansion;the continuous breaking of organization boundaries of innovation carriers toward the socialized innovation and diversified industries;the breaking of the resources boundaries of internal accumulation of elements toward the competition on human resource capital and financial capital beyond area boundaries;and the breaking of the functional boundaries of "industry-university-research cooperation" to stress the city functions."Borderless" expansion reflects the essential transition of innovation mode,the internal tension of social capital circulation,and the efforts to realize internal innovation benefits,but at the same time shows the problem of deviation from the original purpose of innovation.Under the background of application of the policy of creating the new growth engine through "mass entrepreneurship and innovation," high-tech zones need to reconsider their gains and losses in the "borderless" expansion from the perspective of independent innovation,to explore the overall transition path.Considering specific strategies,the focus should be laid on the public activities for resources integration within the "boundary",the construction of a control platform for the market boosting "borderless" expansion,and the establishment of a space supply mechanism with strict control.%当前,引领性高新区出现了“无边界”扩展现象:不断突破原行政边界,甚至高度离散扩展;不断突破创新载体的组织边界,走向社会化创新和产业多元化;突破要素内部积累的资源边界,超越地域竞争人力资本和金融资本;突破高新区“产学研”的功能边界,城市功能得到强调. “无边界”现象反映了创新模式的本质转变、社会化资本循环的内在张力、充分内部化创新创业收益等合理性,但也存在偏离创新本旨的问题.在新时期打造“大众创业、万众创新”增长新引擎的政策导向下,高新区需从自主创新能力角度,反思“无边界”扩展的得失,探讨全面转型之路.具体策略上,应加强聚焦于“边界内”资源整合的公共作为,架设“无边界”市场力量的作用平台,建立严格管控的空间供给机制.
