突发性地质灾害应急处置系统的设计与实现

         

摘要

The whole requirements,architecture,functional modules,implementing approaches and key techniques of an emergency disposition system for sudden geological disasters have been analysed and described in this paper.We propose that the design and implementation of the system have to meet the functional demands of quickly knowing well the various situations in disaster area and assisting the decision-making for emergency disposition based on the storage and management of a variety of geological disaster emergency data.In this paper we discuss four functional modules:system’s basic information management,locating the positions of sudden geological disaster, management and display of rainfall information,and management of emergency disposition cases.By this we present a specific implementation means which integrates the database layer,Web services layer,WebGIS application services layer and the client applications,and analyse the key technologies of the interaction between 2D &3D maps,the procession and expression of rainfall forecasting data.Compared with traditional document-based management,our research results help to fast responding and handling the sudden geological disasters by the emergency disposition staff.%对突发性地质灾害应急处置系统的总体需求、体系结构、功能模块、实现方式和关键技术进行分析与论述。提出系统的设计与实现需在存储和管理多种地质灾害应急数据的基础上,满足迅速掌握受灾地各方面情况,辅助制定应急处置决策的功能需求。通过阐述系统基础信息管理、突发灾害点定位、雨量信息管理与显示、应急处置案例管理四大功能模块,给出一种集数据库层、Web服务层、WebGIS应用服务层和客户端应用的具体实现方法,并分析二三维地图联动、预报雨量数据处理与表达方面的关键技术。相对于传统档案式管理,该研究成果有利于应急管理人员快速响应与处置突发性地质灾害。
