In today's world, oil is becoming one of main energy resources. Exploitation, reserve and rational use of oil have become an important factor in national economic development. Our country has large oil reserve; with development of petroleum trade with other countries, the oil security issue has become a key issue of oil reserve, which is bigger challenge to oil reserve management. China's oil reserve management is a three-level management, operation and decision-making management system based on the principle of management right concentration, administration and enterprise separation, management organization simplification.
