Since 1998, Laos, as a new arrival of Internet, takes the advantage and develop it out of nothing at a fast pace. Websites and Internet users are increasing at large numbers and legislation within this industry is now underway so that it is predicted that the industry is developing in full bloom and inviting business opportunities. However, its internet development, as a whole, is still at its “embryonic” stage with a series of problems to be solved such as the backwardness of its infrastructure and education, lack of facilities and the vacancy of its Internet legislative system.
