As the connection of urban and rural area, small towns play a very important role in the process of urbanization. The urban and rural segregation in China has been the obstacle of the small towns' development. Large cities and small towns in Germany are in well-balanced development status. Hence, analyzing the various development models of small towns in Germany provides useful practice and theory experience for the planning and development of small towns in China. This study starts from the introduction of spatial planning system in Germany, and then explains the concept and roles of small towns in Germany. Followed by the case studies of Neu-Isenburg, Herdecke,berlingen, experiences of small towns' development in Germany are summarized. Finally, this study draws the lessons on the development and planning of small towns in China.%小城镇作为大中城市和农村地区的结合点，在我国城市化发展与建设中起着重要的基石作用，然而目前我国城乡分离二元体制严重阻碍小城镇的发展。德国作为城乡均衡发展的典范，研究德国特色小城镇多样化发展模式对我国小城镇规划与发展有重要的启示作用。本文对德国空间规划体系、小城镇概念类型及作用进行简要概述，选取大城市依托型Neu-Isenburg、网络结点型Herdecke、孤点分布型 berlingen三个风格迥异的德国特色小城镇作为案例，总结德国在小城镇建设发展方面的成功经验，并分析对我国当下小城镇发展的启示。
