This thesis systematically made a description and introduction of establishment and executive conditions of Six Five-year work outlines on China’s cause of the disabled. By taking a step further into analyzing the feature and history of the cause of the disabled, this paper carried out a preliminary summary on the main experience for the development of China’s cause of the disabled. This experience includes holding up the theme of accelerating the cause of the disabled, sticking to leading and working mechanism that led by the Party, in charge by the government, with comprehensive social participation and functioned and organized by the disabled people’s federation. Meanwhile, social work method and development strategy of effectiveness-orientation, priority emphasis and advancement in order, etc are highlighted.%1988年以来我国先后制定和实施了六个中国残疾人事业五年工作纲要，其发展过程深刻体现了我国残疾人事业从开创、形成到发展的历程及其特点，积累了中国特色残疾人事业发展的主要经验，包括坚持以残疾人为本的理念、坚持以加快发展残疾人事业为主题，坚持党委领导、政府负责、社会参与、残联组织充分发挥职能的领导体制和工作机制，坚持社会化工作方式，坚持统筹兼顾、分类指导的工作方法、坚持实行讲求实效、突出重点、循序渐进的发展方针等等，有力地推动了中国特色残疾人事业的发展与和谐社会的构建。
