发达地区城市工业用地效率评价及影响因素研究--以浙江省绍兴市为例

         

摘要

文章以浙江绍兴市6个县(市、区)工业用地为研究对象,采用数据包络分析(DEA)法和Malmquist指数模型,测度各地工业用地效率、工业全要素生产率及其时空特征,并构建回归模型研究工业用地效率的主要影响因素及其可能的作用机制。研究发现:工业用地的区位特征明显区别于住宅、商服等行业,用地效率与工业用地管控、产业转型、投资结构、科技创新等紧密关联;地方政府供地和投资政策与工业全要素生产率变化存在着较强关联性,工业全要素生产率提高主要依靠技术进步;经济发达地区城市工业用地效率的主要影响因素是工业研发投入、工业企业规模、工业土地持有成本和工业行业集聚度。在此基础上,从实施技术驱动发展模式、改革土地出让方式、促进企业适度规模经营、推进产业有效集聚等方面提出了政策建议。%The paper takes the industrial land of six counties (cities,districts) in Shaoxing city of Zhejiang province as the re⁃search object,using the Data Envelopment Analysis (DEA) method and Malmquist Index model to measure the efficiency of in⁃dustrial land in these areas,industrial total factor productivities (TFP) and their spatial and temporal characteristics. And then, by building the regression model,this paper studies the main factors influencing the efficiency of industrial land and their pos⁃sible mechanism. The results indicate that:Location characteristics of industrial land are significantly different from residen⁃tial land,commercial land and so on,and the efficiency is tightly related with the management of industrial land ,transforma⁃tion of industry,investment structure and scientific and technological innovation;There is a strong correlation between the changes of industrial TFP and the land supply and investment policy of local government,the improvement of industrial TFP mainly relies on technological progress;The main influencing factors of industrial land efficiency in developed areas are R&D investment,industrial enterprises’scale,industrial land costs and industrial agglomeration degree. On this basis,the paper puts forward policy proposals mainly from these aspects:implementing technology-driving development mode ,reforming land transfer mode,promoting appropriate scale management of enterprises and effective industrial agglomeration.
