With the deepening of Chinese economic reforms, it's more important for cultivating and promoting regional innovation capability from university R&D, thus becoming an issue with widespread concern. Based on previous theoretical research and Chinese provincial panel data between 1998 and 2010, a Spatial Durbin Model was initially used to study the knowledge spillovers of university R&D on regional innovation capability. It finds that: expenditure and staff of university R&D are of benefit for local secondary innovational capability, but against local theoretical innovational capability; local secondary innovational capability is weakly helpful for secondary innovational capability of around area, and local theoretical innovational capability is not of benefit for neighboring area. This paper offers some realistic bases for the making of relative policies.%随着中国经济改革进程不断深入，高校R&D活动对区域创新能力培养和提升的作用越发重要，因而成为大家广泛关注的问题。本文利用1998-2010年省域面板数据，在以往理论研究的基础上，运用空间杜宾模型(SDM)，实证研究了中国高校R&D对区域创新能力的知识溢出效应。实证结果表明：(1)高校R&D的经费支出和人员投入提升了本区域的次级创新能力，但不利于本区域基础创新能力的提升；(2)一个区域次级创新能力的提高，会促进周边地区次级创新能力提升，但程度较弱，该地区基础创新能力的变化并不利于周边地区相应基础创新能力的提高。本文为相关政策的制定提供了一定的现实依据。
