While the concept of state act is a borrowed one from foreign countries,and there is no uniform wording regarding the said concept. Therefore,it is a complex issue to identify state acts. The thesis attempts to start with the definition of state acts,the first part deals with its concept and characteristics,then the second part addresses its classification,last but not the least,the third part focuses on the identification of the range of state acts,which is the prime part of this thesis.
