风电、太阳能发电资源开发潜力大、技术条件较为成熟,其发展已成为世界各国电力发展的重要方向,但是其消纳问题也日渐突出.介绍了中国目前新能源消纳情况,分析了新能源消纳的主要问题,包括规划不合理、电力市场机制与目前的问题不匹配、省间通道输电能力不够、电源结构与新能源消纳不协调等多个方面.重点针对如何提升新能源跨省区消纳能力进行探索研究,结合中国新能源消纳现状,从电力交易角度提出增加新能源跨省区电量置换、开展电力用户与新能源发电企业直接交易、建立跨省区新能源短期交易、探索跨区辅助服务补偿等新机制,并分析了上述机制在中国的应用前景.介绍了部分跨省区消纳交易方式在中国的实际应用情况,验证了上述措施对提升中国新能源跨区消纳能力的有效性.%Wind power and solar energy have big potential and mature technical conditions for development,and their development has become an important direction for the world's power development.However,the consumption problems of the renewable energy are also becoming increasingly prominent.The paper introduces the status quo of China's renewable energy consumption and analyzes its principal problems,including unreasonable planning,incompatible power market mechanism,limited trans-province transmission capacities,and incompatibility between power sources structure and renewable energy consumption.A study is carried out on improving the trans-province capacities for renewable energy consumption,and it is proposed from the angle of electricity trading to establish a new mechanism for increasing interprovincial renewable energy replacement,opening the direct trading between electricity users and renewable energy suppliers,establishing short-term interprovincial trading and trans-region ancillary services compensation of renewable energy.An analysis is made of the application prospect of proposed mechanism in China.In the end,the paper introduces the practical application of some trans-province trading mode in some provinces,which fully proves the effectiveness of above mentioned measures in enhancing trans-region consumption capacities in China.
