欧洲智能用电发展综述及启示

         

摘要

欧洲国家走在智能电表推广的前沿,并对智能需求响应、电动汽车和分布式电源接入等进行试点.智能用电实现电网与用户之间双向交互,通过分析欧洲智能用电发展的经验,得出智能用电技术的研发、试点和推广需要法规政策的推动;科学评估试点项目可提高推广阶段资源配置效率;基于社会成本效益分析制定推广计划;结合国情特点制定最小功能要求和技术标准;开发新商业模式并适度超前开发新业务的启示.%Based on the simulation platform of matlab/simulink, a generic simulation model of photovoltaic (PV) battery is built. The principles, pros and cons as well as the applications of two traditional methods on maximum power point tracking (MPPT) control strategy, i. e., perturb & observe method and inc-cond method are analyzed. In addition, a fuzzy control strategy based on the perturb & observe method is proposed according to the nonlinear output characteristics of PV arrays. The simulation results show that the fuzzy control strategy can fast track the maximum power point with good static performance when the ambience changes.
