1 General descriptionLuohuang power plant is located 25 km northeast ofChongqing city,Sichuan,jointly owned by Huaneng InternationalPower Development Company(HIPDC)and Chongqing Municipal-ity Government.Two 360 MW coal fired units complete with FGDsystem,started construction in September 1988,were first syn-chronized in June and December 1991,and underwent full loadtests in September 1991 and March 1992 respectively.Since thenthe units have been playing a vital role in contributing to the powersupply of Sichuan and Chongqing.Southwest Electric Power Design Institute undertook
