Energy efficiency and energy conservation have been strengthened in China, so as to alleviate pressure from booming energy demand, reduce resources and environment constraints, and facilitate change of development pattern. China has made remarkable progress in energy efficiency, conserving primary energy by 1.55 billion tce, reducing carbon dioxide by 3 billion tons, contributing the most in global energy savings and emission reduction. As China vows to build environmental civilization, energy efficiency and energy conservation should be further prioritized as first energy, with the pivotal role played in reducing pollutants and carbon dioxide emission, cultivating new development momentum and promoting revolution on energy production and consumption.%我国把节能降耗作为缓解能源需求过快增长压力、破解资源环境约束、促进发展方式转型的重要抓手,已经取得了举世瞩目的成就.2005年以来单位G D P能耗累计下降33.8%,节约能源达15.5亿t c e,减排二氧化碳超过30亿t,是同时期全球节能和应对气候变化贡献最大的国家.在生态文明建设背景下,要进一步发挥节能"第一能源"作用,把节能作为污染物和二氧化碳减排的最有效途径,作为培育经济增长新动能的重要源泉,通过加快能效赶超升级,确保生态文明建设和能源革命取得切实成效.
