继容克计划推出之后,欧盟提出创建能源联盟.本文基于实证研究方法,重点探讨了能源联盟建设的战略背景,跟踪分析了能源联盟实施一年来在五大战略目标上的最新进展:一是保障能源供应安全;二是建立完全一体化、具有竞争力的内部能源市场;三是降低能源需求,提高能源效率;四是加大可再生能源的利用和开发;五是加强对绿色能源技术的研发.笔者认为当前欧盟启动和加快能源联盟建设,恰逢其时,具有重大战略意义.从短期看,能源联盟建设将推动欧盟能源基础设施投入,实现成员国之间能源网络之间的互通互联;从长期看,将为欧盟实现安全、可持续的、一体化的能源市场建设奠定基础.%EU commission set up the EU Energy Union agenda after Juncker plan was approved by the European Council. Based on Practical analysis framework, this article analyzes the strategic background and takes a close look on the current progress made in the development of EU Energy Union in terms of the following five targets: energy secure safety; integrated EU energy market; increasing energy efficiency;renewable energy development; innovative green energy technology. The author argues that it is right time now to conduct energy Union strategically, in the short term,constructing Energy Union will stimulate energy infrastructure investment and make internal energy market interconnection,for a long run ,it will be foundation for realizing energy supply safety, affordable and sustainability.
