Coal ash and gangue are typical industrial solid wastes. It is important for resources conservation and environment protection to actively and comprehensively utilize coal ash and gangue, in which the technical and economic policies play a key role. This paper mainly sums up polices and regulations on comprehensive utilization of coal ash and gangue since the reform and opening to outside in China. On the basis of researches on development characteristics and implementation effects of polices and relevant investigations, the paper points out the problems existed in the technical and economic policies of comprehensive utilization of coal ash and gangue.
