In this paper，an extensio n project of the water inlet of Ou River Pumping Station in Wenzhou c ity is introduced.Under the condit ion of not stopping the water supp ly，underwater controlled blasting is used for extension of the water inlet and peripheral presplit blas ting for excavation of foundation pile holes.By use of a double iron -cartridge cofferdam，the excavatin g and pouring quality of the found ation pile holes is ensured.The int egrity of country rocks of the fou ndation pile holes is retained by u sed of a steel-shell column charge in peripheral blastholes.In additi on，the structures of the double ir on-cartridge cofferdam and steel-s hell column charge are presented.%介绍温州瓯江泵站进水口扩建工程。在不断流的情况下，用水下控制爆破拓深、拓宽进水口，用周边预裂爆破开挖基础孔。双铁筒围堰的使用，确保了基础孔的开挖和浇筑质量。周边孔中钢管药筒的使用，保证了基础孔围岩的完整性。文中还介绍了双铁筒围堰和钢管药筒的结构。
