Problems in Coal Mine Safety Regulations include- haven't provide that sensors for gas outburst should be installed at the coal face and heading face, so the gas outburst can't be probed as soon as the outburst happens; according to the restoration conditions in provision, power will be recovered after the outburst, which will produce fire; there is no effective measures to cope with the outburst, such as cutting off the power underground, staff evacuation, gas exclusion, and restoration conditions. These are the reasons of fire and explosion in coal mine, and can not solved by merely increasing the ventilation and miners, safety manager, and government officers. We should prevent the explosion and fire based on the true reasons.%《煤矿安全规程》的严重问题包括:未规定在采煤工作面、掘进工作面安装测试瓦斯突出的传感器,不能在发生瓦斯突出的瞬间探测到瓦斯突出；规定的复电条件在瓦斯突出结束后复电,可产生造成爆炸的火源；没有规定应对瓦斯突出的有效措施,如让井下全部电气设备立即停电,井下人员如何撤离,排除突出瓦斯气的方法,复电的条件等.这是造成大、中、小煤矿瓦斯突出引发火灾、爆炸的重要原因.这些不是加大通风,靠矿主(矿领导)、安检人员、安监官员、地方主管官员能解决的.应认清真正的原因,在此基础上防止爆炸、火灾.
