The Internet expands the action scope of people,shortens the distance between the people and extends the activity ability. Because of the Internet, the people’s actions break through the limitation in the life space, the freedom that they enjoy has more scope and depth. However, these network freedoms aren’t absolute, they are restricted by the physical factors which are the base of the internet, the normative factors which restrain and guide the netizens ’ action and the other non-normative factors are also restrict the freedom. The reasonable network norms are the necessary condition for the network freedom; they fix the citizens’ rights and obligations. The necessary and sufficient condition for the network freedom is that the netizens consciously fulfill the network rights and the network obligations.% 互联网不仅扩大了人们的行动范围，缩短了人们之间的距离，而且延伸了人们的行为能力，使人们的行为突破现实空间的种种限制，享受到了更大范围和更深程度的自由。然而，人们享受到的网络自由并不是绝对自由，网络自由受到了支撑互联网架构的物理因素，约束和指导网络主体行为的规范性因素以及其他非规范性因素的限制。合理的网络规范是网络自由实现的必要条件，合理的网络规范规定了网络主体的网络权利与网络义务，网络主体自觉自愿地履行网络权利与网络义务是网络自由实现的充分必要条件。
