本文基于对国际大科学计划和大科学工程概念的理解,调查研究现有国际大科学计划和大科学工程的设立和运行机制,分析在其实施过程中存在的问题,总结国际大科学计划和大科学工程的实施经验和教训,为我国政府相关部门在"十三五"期间推进国际大科学计划和大科学工程工作提供参考.%Based on the understanding of the international big science programs and large-scale scientific facilities, the paper investigates the establishment and operational mechanism of the existing international big science programs and large-scale scientific facilities, analyzes the problems existing in the implementation processes. It summarizes the experience and lessons of the international big science programs and large-scale scientific facilities, thus providing reference for Chinese government sectors concerned to push forward relevant work during the "13th Five-Year Plan" period.
