Preliminary design document of water conservancy and Hydropower Engineering has emphasis impact on the implementa -tion of project .Meanwhile , as a major content of preliminary design documents , preliminary design budgetary estimate plays an im-portant role of cost control and management for completed project .It can not only make effective use of the guarantee fund , but also control the total investment of engineering project .For all, the influence factors of budgetary estimate are analyzed in this paper .%初步设计概算作为初步设计文件的重要内容，不仅能有效地保证资金的合理运用，还能有效地控制工程项目的总投资，对工程造价控制与管理有着重要作用。该文从多角度出发，浅析初步设计阶段影响设计概算的因素。
