T he low -carbon economy efficiency of Bohai Economic Circle is evaluated based on the pan‐el data of three provinces and two cities of Bohai Economic Circle from 2008 to 2012 .The results show that ,overall ,the low -carbon economy of the Bohai Economic Circle from 2008 to 2009 was in the scale of increasing returns ,and maintained steady in the other years ;from the perspective of the inter‐nal structure , low -carbon economy comprehensive score of environmental efficiency of the three provinces and two cities was consistent ,thanks to the promotion by low -carbon policies ,Beijing got the highest score ,Tianjin and Shandong ranked in the middle ,Liaoning and Hebei were in the bot‐tom ,whose low -carbon economies were lagging behind .Finally ,the development prospect of low -carbon economy of Bohai Economic Circle was put forward .%基于环渤海经济圈三省两市2008－2012年的面板数据对环渤海经济圈低碳经济进行效率评估，结果发现，总体上，环渤海经济圈2008－2009年低碳经济处于规模报酬递增，其他几年保持平稳；从内部结构看，三省两市环境效率变动情况、经济低碳化综合得分一致，北京最高，得益于低碳化政策的推进，天津和山东位居三省两市的中间，辽宁和河北垫底，低碳经济发展滞后。最后，提出环渤海经济圈低碳经济发展展望。
