Based on DEA model,the data of the development of tourism industry from 18 regions in Henan Province during 2007-2014 were selected. Numbers of tourist attraction,star hotel,tertiary industry employee are set as the input indexes,and tourism income,tourist trips as output indexes. Then through calculation analysis,Henan Province tourism efficiency characteristics are as follows. ①Average efficiency of tourism development in Henan Province is low,and steady within the inspection period,which means slow development efficiency.② The characteristics of tourism total efficiency in Henan shows ladder shape from high to low on the regional differences ,which means regional difference is obvious. ③Pure technical efficiency and scale efficiency of tourism space difference is obvious ,for the technical constraints,the scale restriction and two-way constraints. Based on this,we put forward countermeasures and suggestions of optimization efficiency of tourism development in Henan province.%基于DEA模型，选取河南省18地市2007—2014年旅游业发展数据，以景区、星级酒店数量与第三产业从业人员数量为旅游投入指标，以旅游收入和旅游人次为产出指标，经过测算分析，得出河南省旅游业发展效率特征如下：①河南省旅游业发展效率平均水平较低，且在考察期内呈稳定态势，效率发展缓慢；②河南省旅游业发展总效率在地域分异上呈现高中低阶梯状特征，地区差异明显；③旅游业发展的纯技术效率和规模效率空间差别明显，原因为技术制约、规模制约与双向制约。基于此，提出优化河南省旅游业发展效率的对策与建议。
