With data integration and decision supporting,the offline mobile intelligent terminal“One Map”system was constructed by using MVC architecture model. The study mainly focused on the development process of the system applied spatial data indexing,data offline queries and data updates and other key technology.%采用MVC架构模式构建了数据集成、辅助决策的离线版移动智能终端“一张图”系统，在概述系统主要功能的基础上，重点阐述了本系统开发过程中所应用的空间数据索引、数据离线查询和数据更新等关键技术。
