In according with the applicable demands and features of smart home,a home energy management system based on B/S framework and C/S framework is designed. In this system,information acquisition and control instruction of the equipment at home are implemented by PLC network,and internet communication is conducting through the home gateway. ASP.NET is used for building Web services,and ADO.NET is used for data interaction with database server conducted by SQL Sever 2008. The home energy management system can be accessed through Web browser or hand-held terminal.%针对智能家居的应用需求和特点，设计了一种兼顾B/S和C/S结构的家居电能管理系统.采用PLC通信和智能终端实现家庭内部网络建立、家电设备信息采集和命令控制，并通过智能家庭网关连接互联网.应用ASP.NET技术搭建Web站点，应用ADO.NET技术与基于SQL Sever 2008的数据库服务器进行实时数据交互.可通过Web浏览器和手持终端客户端访问家居电能管理系统.
