Traditional planning is made based on the deterministic assumptions and decision crite-ria which is not reasonable.This study aims to build uncertain transport network design method with un-certainty theory and framework of bi-level network optimization.The paper reviews the extensions of sup-ply and demand uncertainty,traveler’s risk attitudes,government’s risk attitudes and time dimension. Finally,the general framework of network design under uncertainty is given.%传统的交通规划以确定性假设和决策准则为依据,导致规划方案存在不合理因素。在不确定性理论的基本前提下,以双层优化模型为基础,以建立不确定性交通网络设计理论为研究目标,系统综述了在供给需求不确定、决策者和用户风险态度以及时间维度方面的拓展。最后,给出了不确定网络设计模型的一般框架。
