Based on policy background of full termination of paid service,adverse effects and opportunities of full termination of paid services on small and medium-sized military hospitals were analyzed. Ideas and counter-measures for the military hospital development were put forward from strengthening the sense of mission,controlling security risks,focusing on security needs,and close contact with troops.%基于全面停止有偿服务的政策背景,分析停止医疗合作项目对军队中小医院发展带来的不利影响和机遇,并从强化使命意识、把控安全风险、聚焦保障需求、密切联系部队等方面,提出新时期军队中小医院发展的思路和对策.
