Combining the practical problems faced by the public hospital reform, this paper proposed that social capital could be involved in providing health care services to avoid "market failure" and "government failure" in the medical industry from the perspective of public administration. Combined with the spirit of " The Notice of the Promotion and Application of PPP as well as its Relevant Issues" issued by Ministry of Finance in 2014, the author proposed that public hospitals can utilize public-private partnerships model (PPP model). This article illustrated the significance of PPP model applied to public hospitals from two aspects. First, it could broaden the financing channels of public hospitals. Second, it could improve the operational efficiency of public hospitals. The author introduced the practice of the PPP model applied in his hospital. One is outsourcing and the other is cooperation with private hospitals. This article also introduced another important PPP model -- IOT as well as its application in other public hospitals. PPP is an effective way to broaden the financing ways for public hospitals and change its operation pattern. In the application and promotion of PPP, public hospitals should base on their reality and constantly summarize experience, which would contribute to public hospital reform.%本文结合当前公立医院改革所面临的实际问题，从公共管理的角度分析提出，医疗行业要避免“市场失灵”与“政府失灵”现象的发生，社会资本可以参与提供医疗服务。结合2014年财政部颁发的《关于推广运用政府和社会资本合作模式有关问题的通知》等一系列文件精神，作者提出公立医院可以灵活运用政府和社会资本合作模式（PPP模式）。本文从两方面阐述了政府和社会资本合作模式在公立医院应用的意义：一是可以拓宽公立医院筹资渠道，二是可以提高公立医院运营效率。作者介绍了所在医院应用PPP模式的实践经验，一是外包方式，二是与私营医院进行合作。本文还介绍了另一种重要的政府和社会资本合作模式--IOT模式，以及在其他公立医院应用的情况。PPP模式是一种公立医院拓宽筹资方式，改变经营模式的有效途径。在PPP模式应用推广过程中，公立医院相关人员应当结合实际，循序渐进，不断总结经验，使其为推进公立医院改革贡献力量。
