This paper uses methods of literature,questionnaire,expert interview,and on-the-spot investigation,and takes Jiangmen city of Guangdong Province as example to investigate basic public sports service system situation on three or four line city. How to solve the problem of low utilization rate of resources, uneven distribution, insufficient funding and single source, single service project, bad effect are the biggest obstacle to small and medium-sized city to establish the basic public sports service system. Objective, justice, strict evaluation system is important content of study after work, specific, basic public sports service indicators,quantitative operation is efforts the goal.%运用文献资料法、问卷调查法、专家访谈法、实地考察法，以广东省江门市为例，对三、四线城市的基本公共体育服务体系现状进行调查。如何解决资源利用率低、分配不均、经费投入不足且来源单一、服务项目单一，效果差等问题都是目前中小城市建立基本公共体育服务体系的最大障碍。客观、公正、严谨的评价系统是政府工作研究的重点内容，基本公共体育服务具体化、指标化、定量化操作是目标。
