Nurturing and developing new industries industrial structure, accelerate the transformation of emerging economies is an important engine to adjust the growth pattern, and maintain the catching up development trend and rise. By comparing establishment of the new industry development strategy ,3f the BRIC countries, policies and measures to promote the development of new industries, management model and its effectiveness and weakness, the paper observes the emerging economies making great effects in promoting industrial structur- al changes , enhancing its international value chain and their changes.
