In order to solve the problem of coal mining under high voltage line and the high voltage line safe operation ,the mining impact on the damage characteristics of high voltage line and the rule of the dynamic influence is analyzed and the high voltage line fortification criterion and protective measures are also discussed and analyzed . It is concluded that high voltage line deformation has space-time characteristics and the deformation accumulation could be prevented by dynamic prediction and observation .%为了解决高压线下煤矿开采与高压线安全营运的问题，分析了采动影响对高压输电线路的破坏特征和动态影响规律，并对采动区高压输电线路的设防标准和防护措施进行了讨论与分析，指出采动区高压线变形具有时空特征，可通过动态预计和动态观测，及时调整以防止高压线变形累积。
