The paper thinks that applying ISO9001 in sci-tech novelty retrieval management is an important means to improve the report quality of sci-tech novelty retrieval, and analyzes the main causes of impacting its application effect, including operability of quality management system file’s application in sci-tech novelty retrieval management, effectiveness of supervisive mechanism, driving force of participants’ voluntary implementation of standards, and traditional culture. Then the paper puts forward 3 measures to improve ISO9001’s application effect in sci-tech novelty retrieval, including establishing a suitable mode of ISO9001 for sci-tech novelty re-trieval institution; improving participants’ knowledge of ISO9001 standard and professional quality; and increasing the fitness of ISO9001 and cultural construction of retrieval institution.%认为将ISO9001质量管理体系应用于科技查新管理是提升科技查新报告质量的重要手段。分析影响其应用效果的主要因素，包括质量管理体系文件在科技查新管理中应用的可操作性、监督机制的有效性、参与者自愿贯标驱动力、传统文化等。提出提高ISO9001在科技查新管理中实施效果的3项措施：建立适合科技查新机构ISO9001质量管理体系模式、提高体系参与者ISO9001质量管理体系标准知识和专业素质、加强与查新机构文化建设的契合度。
