In September 2000, Vladimir Putin, President of Russian Federation signed the order to release The Theories of Information Security in Russian Federation, which stipulates the development strategies of the information security of Russia. The theories were released again after amendments in December 2016. What are the differences between the two versions? What kind of adjustments and changes in terms of the Russian cyberspace strategies have been manifested by the release of the new version? This thesis first introduces the contents of the 2016 version. Then it compares the two versions of the theories in terms of the respective historical backgrounds, national interests, threats faced by and security situations in the Russian Federation. Consequently, it presents the main characteristics of the new version and the difficulties and challenges it is confronted with. It finally elaborates on the effects of the theories on the Sino-Russian cooperation.%2000年9月俄罗斯联邦总统普京签署命令发布《俄罗斯联邦信息安全学说》，确定了俄罗斯的信息安全发展战略。2016年12月，这一学说在修订后再次发布。两个版本之间有什么区别？新版学说的发布体现出俄罗斯网络空间战略怎样的调整与变化呢？本文首先对2016年版学说的内容作了介绍，然后对两个版本的学说分别从提出的时代背景、国家利益、所受威胁及安全状况做出比较，进而得出新版学说的主要特点以及面临的困难与挑战，最后阐释了学说对中俄合作的影响。
