构建异质性图书馆联盟是促成中小城市信息资源共建共享，推动区域图书馆事业发展的重要方式。文章基于中小城市异质性图书馆联盟的特点，从联盟的构建宗旨与合作原则、组织模式、运营方式、资源共建共享形式、经费获取途径以及联盟工作绩效评估6个方面对其适用的运作模式进行探讨。%The construction of heterogeneous library consortia is an important way to improve the joint construction and sharing of information resources and promote the development of the regional library undertakings in the small and medium-sized cities. Based on the characteristics of the heterogeneous library consortia in the small and medium-sized cities, this paper discusses the ap- plicable operating models form 6 aspects： construction aims and cooperative principles, organizational model, operating ways, joint construction and sharing forms of resources, approaches to obtaining fund and performance evaluation.
