Based on the analysis of the influencing factors,this paper gives an in-depth discussion on the difficulties of and countermeasures for social exploitation and utilization of government information resources.The paper thinks that the difficulties of social exploitation and utilization of government information resources include the problems in policies,management system,information resources provided by the government and the external soft environment.Based on the analysis of these problems,the paper proposes some relevant countermeasures.%文章基于影响因素分析,对政府信息资源社会化开发利用的困境与对策进行了较为深入的探讨。认为政府信息资源社会化开发利用的困境包括政策、管理体制、政府提供的信息资源和外部软环境问题。在分析问题的基础上提出了相应对策。
