In order to speed up the legislation process of public library law in China and make the librarians know and understand its connotation and attribute better,this article mainly studies the legal principles of public library law,including its elements,attributes,principles,legal relationships as well as legal liability and applicability.%为了加快我国公共图书馆法的立法进程,使图书馆员更好地认识和理解公共图书馆法的内涵、属性等,文章主要从公共图书馆法的要素、属性及原则、法律关系,以及法律责任与法的适用等公共图书馆法的法理问题进行研究。
