Taking the city circle of Po Yang Lake for example, this paper studies the innovation and development strategies of Cooperative Virtual Reference Service （CVRS） of libraries in this region from the perspective of concept, business process, organizational mechanism, technological measures and marketing model so as to provide some guidance for developing regional CVRS in an innovative way.%以鄱阳湖城市圈为例，从该区域图书馆合作虚拟参考咨询服务的理念、业务流程、组织机制、技术手段、营销模式等多维视角研究其创新发展战略，以期对创新性开展区域性合作虚拟参考咨询服务提供指导意义。
