Through many years of exploration, the Knowledge Service Department (KSD) of the UK Defense Science and Technology Laboratory (DSTL) has developed a unique way of transforming its defense scientific and technological information service. KSD makes bold attempt to explore market-oriented reform and outsource document service, and its quality of service is assured via carefully specified service level agreement.
