Investment in science and technology is an important foundation for undertaking scientific and technological activities,and is also the necessary factor to realize rising in Henan central areas. The establishment of index evaluation system about science and technology investment effect,at present is not perfect. In view of this, this paper takes Zhengzhou city as an example,establishes the index evaluation system of investment in science and technology universities,which is divided into four kinds of index-input,output,process,and effect. Finally the paper expounds the value of this study.%科技投入是从事科技活动的重要基础，也是河南实现中部崛起的必要因素。关于评价科技投入效果的指标评价体系的建立，目前还不完善。鉴于此，本文以郑州市为例，构建了高校科技投入指标评价体系，将指标体系分为投入类、产出类、过程类、效果类四类指标。最后阐述本文的研究价值。
