《国家中长期科学和技术发展规划纲要（2006-2020年）》作为纲领性文件，提出了建设创新型国家的战略目标，对科技发展做出前瞻性、战略性和全局性部署，对江苏建设创新型省份，提高自主创新能力，转变经济发展方式，又好又快地推进两个“率先”，具有战略指导性、宏观引领性、操作指引性和开拓创新性。文章总结了纲要实施以来江苏科技发展所取得的成效和经验。%National medium and long-term science and technology development plan(NSTDP), as a programmatic document, put forward the strategic goal of building an innovation oriented country, and made a forward-looking, strategic and overall deployment on the development of science and technology. Under the guidance of NSTDP, Jiangsu province deployed a series of actions, including building an innovation oriented Province, enhancing the capability of independent innovation, changing the mode of economic development, and so on. This paper summarizes the achievements and experiences of Jiangsu science and technology development since the implementation of NSTDP.
