针对北大荒现代农业园经营的准公益性,运用外部性理论,分析表明北大荒现代农业园的准公益性发展对哈尔滨市经济、政治、文化、社会、生态文明建设具有不可或缺的重要作用.但是目前北大荒现代农业园发展存在缺乏政策保障、资金注入不足等问题,农业园自身改善经营方式的同时需要政府对其准公益性进行支持保障.%This paper applied the theory of externality to the quasi-public welfare of the management of Beidabang modern agricultural park.The results showed that the quasi-public welfare development of Beidahuang modern agricultural park plays an indispensable role in the construction of economic,political,cultural, social and ecological civilization in Harbin.However, there is a lack of policy guarantee for the development of Beidahuang modern agricultural park.The lack of capital injection and so on,the agricultural garden needs the government to support its quasi-public welfare while improving its management mode.
