The origin of government power legitimacy was analyzed,the latent danger of government behavior in southern Jiangsu rural inhabitation form reconstruction was summarized.It was thought that public identification is very important cornerstones of the legitimacy of government behavior.The ideal government is a "limited government" based on respect for individual rights,is a "responsible government" for the people and is a "moral government" for social justice.The paper holds that empowerment to farmer,and building a complete verification of governments' legitimacy from "result" to "process" is an inevitable evolution of government governance.%分析了政府权力正当性的渊源,总结了苏南乡村居住形态重构中政府行为存在的隐忧,认为公众认同是政府行为正当性的重要基石,理想的政府是尊重个人权利的“有限政府”、向人民负责的“责任政府”和秉持公道的“道义政府”.强调以国家向农民赋权为起点,以建立国家与农民契约互动关系为核心,从“结果”到“过程”构建一个政府合法性完整的求证“链条”,是新农村建设中政府治理形态嬗变的必然要求.
