西部地区资源丰富,但生态环境易受到干扰和破坏.随着西部地区的社会经济发展,环境问题也日益突显,构建西部地区覆盖全社会资源循环利用体系势在必行.但由于思想观念落后、制度不完善、资金不足和技术水平不高成为该地区构建覆盖全社会资源循环利用体系的主要障碍.为消除障碍,可通过宣传教育、改变生产方式、国家政策扶持、完善制度等途径和方式,实现经济与环境的协调发展.%There are abundant resources in West China areas, but the ecological environment is vulnerable to interference and destruction. Along with the economic and social development in western regions, the environmental issues are becoming increasingly prominent, and it becomes imperative to build a recycling system covering the entire social resources. The obstacles to the construction of recycling system include the backward concept, imperfect system, lack of funds and low technical level. In order to eliminate the obstacles, some countermeasures, including publicity and education, change of the mode of production, national policy support, and the improvement of system, were proposed, with the aim to realize the coordinated development between economy and environment.
