With the development of society and market economy, returning poor phenomenon in minority mountainous rural is obvious and become the bottleneck of new rural construction. Combing with relevant data of western China minority mountainous area, the basic situation and characteristic were analyzed with Enshi as a case, and the policy meaning was studied.%随着社会的发展和市场经济的完善,民族山区农村的返贫现象日趋明显,并正在成为新农村建设的瓶颈.笔者结合西部民族山区相关资料,在调查的基础上以恩施州为个案,分析了民族山区农村返贫人口的基本状况及其特征,并研究了其政策含义.
