Through the analysis on the relevant studies about land control and rural governance as well as their implementation status in China, it was deemed that the implementation of land reclamation project and the improvement of rural governance were the effective means of breaking the bottlenecks in rural development and the inevitable requirements of social economic development.%通过对土地整治与乡村治理的相关研究和我国农村实施现状的分析,认为土地整治工程的实施以及乡村治理的改善是破解农村地区发展"瓶颈"的有效手段和社会经济发展的必然要求.
