Supervision problems in rural general election were analyzed, lagging of pre-supervision, irregular of supervision in the act and subsequent supervision become a mere formality were studied, illuminating the supervision didn' t make a due contribution. Effective integration of mass supervision and legal supervision should be adopted. Candidate bulletin, preventive education and legal service work should be carried out before the election; cracking down illegal activity during election, pay attention to mass accusation; strengthening legal education and training after the election.%分析了农村换届选举的监督中存在的问题,对事前监督的滞后,事中监督的不规范,事后监督的流于形式进行了系统研究,证明了监督未起到应有效果.提出要有效结合群众监督和法律监督,事前做好候选公示、预防教育和法律服务工作；事中做好任前公示、严厉打击选举中的违纪行为,重视群众举报；事后要加强法制宣传教育和培训,严格执行离任审计和跟踪检查制度.
