The paper introduces the background of the new collective forest right reform and states that the new reform has already stepped into the stage of comprehensive and deepening reform. Bur, with consideration of their own demands and conditions in the region, it comes out low-efficient policy implementation and unobvious reform effect. It should strictly distinguish the relationship between institutional change types of collective forest right and deepening reform. Based on the purpose of deepening the reform of collective forest right, in accordance with the regional state, demand and conditions, the paper strictly divides the institutional change into three types, those are induced institutional change, hidden induced institutional change and imposed institutional change.
