Democratic centralism is the fundamental organizational system and the leadership system of a Marxist political party. Developing democracy fully and implementing or executing democratic centralism firmly are the successful experiences which makes Communist Party of China (CPC) develop and grow herself stronger continuously and win the victory of Chinese revolution, construction and reform, as well as the organizational and institutional guarantee which makes the leading group at all levels operate effectively and complete all kinds of work well. In order to make efforts to solve the problem of lack of developing democracy and correct centralism, democratic centralism must be implemented comprehensively, faithfully and seriously, which means that the democratic rights of every member of the leading group should be respected fully, the leading power of the head of the leading group should be regulated reasonably, the collective decision-making mechanism should be improved, and the operation of democratic decision-making should be also ensured. Meanwhile, the consciousness if centralization should be reinforced, the enforcement power should be increased, the obstacles of correct centralization should be got rid of, and the political disciplines and regulations should be also attached importance to strictly and impartially. Thus, the head, as the key to the leading group, should set himself/herself a good example first, implement democratic centralism faithfully and seriously, establish the democratic conception firmly, persist in the democratic leadership and working style, improve the art of leadership of the reins of correct centralization, and assume responsibility for the execution or implementation of decision-making in person.%民主集中制是马克思主义政党的根本组织制度和领导制度。充分发扬民主，坚决贯彻执行民主集中制，是中国共产党不断发展壮大，中国革命、建设和改革取得胜利的成功经验，也是各级领导班子有效运行、做好各项工作的组织和制度保障。要着力解决发扬民主不够、正确集中也不够的问题，必须全面、认真贯彻民主集中制。要充分尊重领导班子每个成员的民主权利，合理规范一把手的领导权力，完善集体决策机制，确保实行民主决策。同时，要强化集中意识，加大执行力度，排除正确集中的障碍，严明政治纪律和规矩。一把手是关键，要率先垂范，认真执行民主集中制，牢固树立民主观念，始终坚持民主作风，不断提高驾驭正确集中的领导艺术，亲自抓决策的执行。
