Successive trial-and-error litigations lead to a large number of serial litigations, wasting social resources, hindering the implementation of city development plan and affecting social stability because of the following group petitioning. In response to the particular litigation, we should come out of the traditional concept on administrative trial, insist on dynamic justice and make use of dispute settlement functions to guide relevant parties in reasonable directions, so that we can strive for the realiTnlinn nf.rl,-n;,,;~,-~＊;.,~ 1;＊;~＊：~ ： ： ~ ,%不断地诉讼＂试错＂导致大量连环诉讼,浪费了社会资源,阻碍了城市规划发展,继发的群体性信访影响了社会稳定。在应对这一特殊诉讼现象上,传统行政审判理念应该有所突破,坚持能动司法,用纠纷解决功能将当事人诉求引向合理方向,追求行政诉讼实现良性循环。
