按照管理机制市场化，管理方法法制化的改革思路，提出了我国科技成果鉴定制度的改革设想，认为在转轨时期，政府应承担一些过渡性的鉴定管理职能，但一般不再参与具体的鉴定活动；建立市场化的科技成果鉴定机制，充分发挥社会中介服务机构的作用，培育其成为科技成果鉴定新的主体；通过建立和健全科技成果鉴定的法规和配套管理办法，使我国科技成果鉴定工作走上法制化和规范化；建立新的科技成果鉴定指标体系，将科技成果鉴定工作纳入科学管理的轨道。%According to the principles of “marketization of managementmechanisms” and “legalization of management methods”，some ideas on the reform of Chinese scientfic and technological achievements appraisal (STAA) are proposed.The government should be responsible for some transitional management duties during this transitional period，but should not act as an appraiser itself ；Market mechanisms should be introduced and social service agencies should be encouraged to be have actively in STAA operation so as to be new STAA subjects in the future；STAA activities should be legalized and standardized by stipulating relevant laws and auxiliary measures；A new STAA indices system should be established so as to introduce scientific management into STAA.
