The theoretical aualyses about the reason why the primary stage of socialism will last for long period are mainly made from the view of historical premise and realistic national conditions, but seldom from the view of restrictive factor of international environment. The political, economical and military restrictive means which western countries adopted and its influence on the country's socialist modernization are analysed and the western countries' strategic aim of keeping China in the primary stage without socialism is pointed out.%我国理论界对社会主义初级阶段长期性原因的分析，主要是从历史前提和现实国情进行分析，而对国际环境的制约因素分析很少。从历史和现实的角度分析西方国家对我国在经济、政治、军事等方面，采用的多种制约手段及其对我国社会主义现代化建设的影响，指出西方国家对华战略的目标是使我国长期定位于没有社会主义的“初级阶段”。
